Independent Financial Regulator

The Astana Financial Services Authority (AFSA) is the independent regulator of the AIFC, that registers, authorizes and recognises all entities who carry financial or non-financial services activities.

An independent regulator of the AIFC was established under the Constitutional Statute of the Republic of Kazakhstan “On the Astana International Financial Centre” to regulate financial services and related activities in the AIFC.

The purpose of AFSA is to facilitate business by maintaining the security and soundness of the AIFC financial system, ensuring that financial markets in the AIFC are fair, efficient, and transparent. The AFSA’s regulatory remit includes financial and market services in banking, insurance, capital markets, Islamic finance, and fintech, as well as ancillary services. By granting licenses and regulating the activities of all financial institutions within the Centre, AFSA plays a key role in making sure AIFC participants are doing business in a reliable environment of transparency and legitimacy.
